The Senate will convene today, Monday, September 23, at 2:00 pm. After any leader remarks, the Senate will be in a period of morning business until 4:00 pm, with senators permitted to speak for up to 10 minutes each. Last Thursday, September 19, the Senate reached an agreement that when the House-passed Continuing Resolution (H. J. Res. 59) is received in the Senate it will be placed on the calendar. Majority Leader Harry Reid (D-NV) is likely to make a motion to proceed to the joint resolution today.

There will be no roll call votes today, but the next roll call vote will take place at approximately 11:45 am on Tuesday, September 24 on confirmation of Executive Calendar #203, the nomination of Todd Hughes to be United States Circuit Judge for the Federal Circuit.

Also today, the House will meet at 11:00 am in pro forma session, but no votes are expected. Tomorrow, Tuesday, September 24, the House will not be in session.

On Wednesday, September 25, the House will convene at 12:00 pm for morning hour and 2:00 pm for legislative business, with votes being postponed until 6:30 pm. The following legislation will be considered under suspension of the rules:

  1. H.R. 1961 – To amend title 46, United States Code, to extend the exemption from the fire-retardant materials construction requirement for vessels operating within the Boundary Line;
  2. H.R. 3095 – To ensure that any new or revised requirement providing for the screening, testing, or treatment of individuals operating commercial motor vehicles for sleep disorders is adopted pursuant to a rulemaking proceeding, and for other purposes; and
  3. H.R. 2600 – To amend the Interstate Land Sales Full Disclosure Act to clarify how the Act applies to condominiums.

On Thursday, September 26, the House will convene at 10:00 am for morning hour and 12:00 pm for legislative business. The following legislation is on the calendar for Thursday:

  • H.R. 687 – Southeast Arizona Land Exchange and Conservation Act of 2013 (structured rule). The rule provides for one hour of general debate and makes three amendments—offered by Reps. Raul Grijalva (D-AZ), Ben Ray Lujan (D-NM), and Grace Napolitano (D-CA)—in order, providing for 10 minutes of debate each.

On Friday, September 27, the House will meet at 9:00 am for legislative business, and members have been advised that a weekend session is possible. Other legislation on the calendar includes:

  • Potential legislation related to the debt ceiling; and
  • Further action on H. J. Res. 59 – Continuing Appropriations Resolution, 2014.
