China Expands Export Control on Rare Earth Minerals and More

On the 9^th of October, 2025, China’s Ministry of Commerce (MOFCOM) issued two “New Rules”, two new decrees that substantially broaden and strengthen export controls across the rare earth supply chain. Decree No. 61 centers on foreign-produced rare earth metals and related products, while Decree No. 62 enhances oversight of rare earth-related technology.
