President Obama to Release FY 2016 Budget

Later today, President Obama is set to unveil his FY 2016 Budget (Budget), much of which has already been previewed in the weeks leading up to its release. Squire Patton Boggs will release a comprehensive Budget analysis on Wednesday, February 4.

Senate Legislative Activity

On Monday, February 2, following any Leader remarks, the Senate will be in a period of morning business until 4:30pm.  Senators will be permitted to speak for up to 10 minutes each and the time will be equally divided and controlled between the two Leaders or their designees.

At 4:30pm, the Senate will proceed to the consideration of Calendar #6, H.R.203 – Clay Hunt Suicide Prevention for American Veterans Act. The time will be equally divided in the usual form until 5:30pm, at which time the Senate will vote on passage of the bill.

Additionally, Senate Majority Leader Mitch McConnell (R-KY) has moved to proceed to Calendar #5, H.R.240 – a bill making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2015, and filed cloture on the motion. By consent, the cloture vote will occur at 2:30pm on Tuesday, February 3. If cloture is invoked, all post-cloture time will be yielded back and the Senate will proceed to a vote on the motion to proceed to the bill.

House Legislative Activity

On Monday, February 2, the House will meet at 12:00pm for morning hour and 2:00pm for legislative business, with votes postponed until 6:30pm.

The following legislation will be considered under suspension of the rules:

  1. H.R. 361 – Medical Preparedness Allowable Use Act;
  2. H.R. 615 – Department of Homeland Security Interoperable Communications Act; and
  3. H.R. 623 – Social Media Working Group Act of 2015

On Tuesday, February 3, the House will meet at 10:00am for morning hour and 12:00pm for legislative business.  The House will consider H.R. 596 – To repeal the Patient Protection and Affordable Care Act and health care-related provisions in the Health Care and Education Reconciliation Act of 2010, and for other purposes (Subject to a Rule).

On Wednesday, February 4, the House will meet at 10:00am for morning hour and 12:00pm for legislative business.  The House will consider H.R. 50 – Unfunded Mandates Information and Transparency Act of 2015, Rules Committee Print (Subject to a Rule).

On Thursday, February 5, the House will meet at 9:00am for legislative business, with last votes expected no later than 3:00pm.  The House will consider H.R. 527 – Small Business Regulatory Flexibility Improvements Act of 2015, Rules Committee Print (Subject to a Rule).

On Friday, February 6, the House may meet in pro forma session.
