Senate Legislative Activity

The Senate will convene today, Monday, March 3, at 2:00 pm. After any leader remarks, the Senate will be in a period of morning business until 5:00 pm, with senators allowed to speak for up to 10 minutes each.

At 5:00 pm, the Senate will proceed to Executive Session to consider Executive Calendar #659, the nomination of Debo P. Adegbile to be an Assistant Attorney General. There will be up to 30 minutes of debate equally divided and controlled, after which there will be a roll call vote around 5:30 pm on the motion to invoke cloture on the Adegbile nomination.

If cloture is invoked, there would be up to eight hours debate, equally divided, after which the Senate would proceed to a vote on the confirmation of the nomination. If cloture is not invoked or upon disposition of the nomination, the Senate would then repeat this process for the next nomination in the following list, with the number of post-cloture debate hours indicated in parenthesis for each:

  • Executive Calendar #568 – Pedro A. Delgado Hernandez to be United States District Judge for the District of Puerto Rico (two equally-divided hours);
  • Executive Calendar #569 – Pamela Reeves to be United States District Judge for the Eastern District of Tennessee (two equally-divided hours);
  • Executive Calendar #565 – Timothy Brooks to be United States District Judge for the Western District of Arkansas (two equally-divided hours);
  • Executive Calendar #571 – Vince Chhabria to be United States District Judge for the Northern District of California (two equally-divided hours); and
  • Executive Calendar #636 – Rose Gottemoeller to be Under Secretary of State for Arms Control and International Security (eight equally-divided hours).

Upon disposition of the Gottemoeller nomination, the Senate will vote on cloture on the motion to proceed to S. 1086, the Child Care and Development Block Grant Act. Leadership hopes to vitiate the cloture motion and adopt the motion to proceed by consent, after which it hopes to begin legislating on the bill.

House Legislative Activity

Today, the House will meet at 12:00 pm for morning hour and 2:00 pm for legislative business, with votes being postponed until 6:30 pm. The following legislation will be considered under suspension of the rules:

  1. H.R. 2259 – North Fork Watershed Protection Act of 2013;
  2. S. 23 – Sleeping Bear Dunes National Lakeshore Conservation and Recreation Act;
  3. H.R. 2197 – York River Wild and Scenic River Study Act of 2013; and
  4. H. Res. 488 – Supporting the people of Venezuela as they protest peacefully for democratic change and calling to end the violence.

Tomorrow, Tuesday, March 4, the House will meet at 10:00 am for morning hour and 12:00 pm for legislative business. The following legislation will be considered under suspension of the rules:

  1. H.R. 2126 – Energy Efficiency Improvement Act of 2014, as amended;
  2. H.R. 4076 – The Home Heating Emergency Assistance Through Transportation (HHEATT) Act of 2014; and
  3. H.R. 938 – United States-Israel Strategic Partnership Act of 2014, as amended.

Also on the House calendar for tomorrow is H.R. 2824 – Preventing Government Waste and Protecting Coal Mining Jobs in America, Rules Committee Print (Subject to a Rule).

This Wednesday, March 5, the House will meet at 10:00 am for morning hour and 12:00 pm for legislative business. The following legislation is on the House calendar for Wednesday:

  • H.R. 3370 – Homeowner Flood Insurance Affordability Act, to be amended (Suspension, 40 Minutes of Debate);
  • H.R. 4118 – Suspending the Individual Mandate Penalty Law Equals Fairness Act (Subject to a Rule); and
  • H.R. 3826 – Electricity Security and Affordability Act, Rules Committee Print (Subject to a Rule).

This Thursday, March 6, the House will meet at 9:00 am for legislative business, with last votes expected no later than 3:00 pm. On the House calendar for Thursday is H.R. 2641 – Responsibly and Professionally Invigorating Development Act of 2013, Rules Committee Print (Subject to a Rule).

On Friday, the House is not scheduled to be in session, so no votes are expected.
